Cash-for-Grass Program
Did you know that
over half of the water used at residences and businesses that are
landscaped is spent on outdoor watering? If you currently have a
landscape primarily consisting of grass, relandscaping it into an
attractive water-smart landscape is one of the best ways to conserve
water and reduce your water bills.
In November 2005
following a successful pilot run with a limited number of customers, the
VVWD Board of Directors approved the Cash-for-Grass Program to assist
customers who want to take out their grass. The program offers a
rebate of $0.40 per square foot of grass that is removed and
replaced with qualifying water-smart landscaping. The turf replacement
rebate program is open to residences, businesses, non-profit
organizations, and public agencies.

Program
Description of Program
The Cash-for-Grass
Program is an incentive program that offers eligible water users in the
residential, commercial, industrial, and institutional sectors a rebate
of $0.40 per square foot to convert established grass into a water-smart
landscape.
Residential: Residential customers may replace between 1,000 to
6,000 square feet of existing grass landscape for a maximum rebate of
$2,400.
Commercial/Industrial: Commercial and industrial customers may
replace between 3,000 to 20,000 square feet of existing grass landscape
for a maximum rebate of $8,000.
Institutional: Institutional (including public entities) customers
may replace between 3,000 to 20,000 square feet of existing grass
landscape for a maximum rebate of $8,000.
Program Requirements
1)
You must be
a water user in one of the above categories and a customer of the Victor
Valley Water District.
2)
You must
agree to pre-conversion and post-conversion on-site inspections. The
pre-conversion inspection will include a complete irrigation audit paid
for by the District. If serious inefficiencies (broken heads, large
leaks, etc.) are found in your system, you will be disqualified from
participation in the program.
3)
Your project
must replace turf or lawn with low-water-use landscaping from the
approved plant list that will cover a
minimum of 25 percent of the conversion area when plants are fully
mature.
4)
Photos of
your grass landscape must be submitted with your application.
5)
You must
wait until your application has been approved by the District to begin
work on your landscape conversion.
6)
The
landscape conversion must include the use of a minimum of two inches of
mulch (such as bark, rock, etc.) between and beneath the plants in the
area converted to help prevent water loss through evaporation.
Artificial turf may be used in lieu of mulch.
7)
Only
landscape fabric that allows water to penetrate into the ground will be
allowed. Plastic film and all other nonpermeable materials are not
permitted.
8)
A low-volume
drip irrigation system must be used for planted areas. Spray irrigation
is not permitted in the conversion area.
9)
The
landscape conversion must be completed within six months of the
pre-conversion on-site visit. Photos of the completed landscape must be
submitted to the District to receive your rebate.
10) The
converted landscape must remain in place for not less than two (2) years
from receipt of the rebate. If the landscaping is altered during the
initial two (2) years in such a way that it would not qualify, you will
refund all incentive dollars to VVWD.
11) The Victor
Valley Water District offers this incentive program to its water users
in the
residential,
commercial, industrial, and institutional sectors. This agreement is
subject to
modification, suspension, or cancellation without notice by the VVWD.
How to Apply
1. Call

to
receive an application
and information package.
2. Complete the
application form and send it to the District.
3. Application
will be reviewed by staff for initial eligibility and you will be
contacted to
schedule the pre-conversion site inspection.
4. If your
landscape and irrigation system are deemed eligible after the pre-
conversion
site inspection, you will be given approval to proceed with the
landscape
conversion.
5. Complete the
landscape conversion within 6 months of the pre-conversion site
inspection.
Following submission of photos of the completed landscape, the
District will issue your rebate check within 4-6 weeks.
